It's simple. Include a FULL editor. Before you flame me, listen to this:
i) make EVERYTHING editable - flags, stadiums, kits, faces, badges, leagues, tournaments, stats - allow someone to create the whole Argentinian league if they want to. Dont limit stupid things in the editor - i.e. dont limit leagues to only having 20 players! How could we create the English third division?? Dont limit cups to only 4 rounds or to 32 teams etc....
ii) I dont believe the Creation centre for 2003 could do all that stuff...but if the 2004 edition could so many more people would be pleased.
But this still doesn't exclude the bugs and gameplay issues - that's another topic altogether....
