Actually, if you can make focus on some region, narrow the range, for example just for one region, 10 leagues...even this is already a very massive process which is you can't imagine. But at least it sounds like possible.
Or if you can start from 1 or 2 league, like the first and second league in Iran. It will be much more easier.
All massive work will need a lot of time. If you can start from several league, maybe I can make it for you, at least in the future. But for tens of league, no one can make it for customize. If someone really can do this, they will do this for themselves based on their passion and interest, no one can spend the huge time on making it......
