So these just need to be converted the same way FIFA 14 Faces are to 16 using the tool?

The model of the boots is the same now the textures in FIFA 14 are (512x512) and in FIFA 16 (1024x1024) I think they can be used, which will not have the same quality anyway in FIFA 14 they look good to me

My templates are always in 2048, then I resize them to 1024. Sure, you'd get better details and stuff when zooming in on them in replay cam but I really see no point in doing that.
It depends. If they are not assigned trough FIP boot manager you can usually look the player up in CM16 and see what shoes they are wearing. If you're using rev mod you can go in to data/fifarna/lua/assignments/playershoe and search for the players ID to see.
