Without Creation Master 16 I have got some general questions:

Can somebody modify CM15 to use it with FIFA16?

How and with which tools I can get the generic face of an player as rx3 file?

How to find an good face for starting and good hairs?

First fitting of the hair we only can do in Blender?

As of now, LeoArsalan is working on a new tool called FIFA Studio. Rinaldo has begun work on CM16 but work is on hold due to personal reasons.

You can use CG File Explorer to extract all rx3 files, explore the .big archives of the game. I'd recommend storing all the files relevant to faces in a separate folder on your drive for easy access in the future.

How to find an good face for starting and good hairs?

That's something you'll need an eye for, you'll need to think on your own, or have a look at some faces in game to find a similar one to the face you're making, or just use the Base Model Suggestions thread.

First fitting of the hair we only can do in Blender?
Yes, it can only be done in Blender and it is recommended to learn how to use blender to make better quality faces.

I didnt understand anything from this tutorial, Can someone who understand this tutorial make a same tutorial with voice or more information ? Its so needed tutorial. I tried it with pirlo`s hair (for beard) and shinji okazaki hair (for hair). That hairs is not same like in tutorial, its different
 
If I want to export the textures from blender as rx3 it says missing material.

I know how to add materials but how do I add them the correct way?
 
Anyone has any tutorials with all the steps to create 3D face please? (FaceGen, 3d 's max, blender, ...)

I made one for player with random face but the game crashed after that
What configuration you use when export texture from photoshop to dds and from dds to .rx3?
How I see- faces with edited 3rd bump looks more realistic

just create a new texture layer in blender and name it as head_nm, import the bump map and then export with blender
