Team Management -> Apply for transfers -> By Team
There, flick through the pages until you get to the page with just three teams: the created players team, the growth players team and the 'other' players team. The youth players are in the growth players team. You get them by applying for them like a normal transfer only you don't have to pay any transfer fees.

Youth players are players that start off being absolute pish, but by playing them in games, they earn points that can be used to develop their stats.
You can get youth players any time the transfer window is open. To get a youth player, follow these steps:
Team management-->Negotiations-->Apply-->Select by team
Once in the select by team screen, press L1 once or R1 twice and you get three sets of players - Edited, Growth and Other. Select growth and sign away.
