Yo! he's. i think he's the best defender i've seen playing on Brazil on the last 5 or 4 years, well, i just don't remember the exact year that Gamarra left Brazil.
Baloy is a world class defender, his style of playing is very similar to Sol Campbell's, if you have watched this year's Copa Libertadores you may remember him from the great defense of Independiente Medellin, he and Perea (now in Boca Juniors) formed the best double of defenders i've ever seen playing together (even better than the England team double, Ferdinand and Campbell)
if the brazilian league is broadcasted on your TV, watch a Grêmio match if you have the chance.
probably you still will hear a lot about Baloy, he's only 21 and is inevitable that soon he will be nogotiated with an european top class team (he may be the man to solve the problem of Real Madrid's defense)
