Thats the gist of it - 'Football Manager' would be thought of as referring to American Football in the US so the name was altered for that territory (and only that territory) to take that into account.

Well there you go, Beckham is the only "Soccer" player they know whos not American over there, so hes gonna take all peanlties and with Beckham's results none of them will know the difference (H)

They were going to name it that, but it's probably too limited. People might think you can only manage the MLS. Naming it 'worldwide' should take feeling that away.
