It was similar for me in fifa 07 or 08! but you'll see that in a year or two, playing with the same gameplay as now, the Legendary difficulty it will appear like a bad joke for you.Trust me !

I play with goalies on World Class, on Legendary they're unreal.

On Legendary, players don't know to attack, they have 2-3 shots a match at their best (good team vs good team). They usually score one goal. Most of my scores against Legendary (WC goalies) are about 2-1, 3-1. Boring. I'm no FIFA master, it's just too easy. Practice more, I'm not lying, you'll see for yourself what I'm talking about.

About the Shots I edit via CM 10 Under Formations>Set Shots to 100

and set all teams to Offensive and Pressing Strategy

as well as all teams to Organized , Organized

Legendary is supposed to be more difficult but I've only felt a small difference to World Class but as people say, it is still too easy

in legendary difficulty and legendary keeper on the season mode with man city i won the title with just 2 draws so yea it's pretty easy

Your players are certainly slower on legendary for certian

yep i play on the slowest mode available cuz others r 2 unrealistic!
