Since the forum seems a bit dead and I haven't been on in ages, I was wondering if someone could politely point me in the direction of what I should have for PES 2008. I mean in terms of what latest official patch, user-made patch, etc.

I just use kitserver and I got "Chimps_EVO_OF_ML_PACK" which is a modified option file that improves gameplay (makes players less fast etc..." I got it from pro evo website.

They reworked player stats, advertising boards, stadiums, teams, kits, added chants for many teams, and much more. The user made patches are a pain to install, so just have an hour and some patience and you'll be very well rewarded.

You really only need the official Konami patches if you play the online lagfest. They just fix a few multiplayer bugs.
