Legitimate penalties don't get "canceclled out" by simulation. THAT would be bad refereeing. But the simulation in this case may have deceived the referee into thinking there was no contact.
Notice when the flim slows down, the fall still looks like it is at normal speed. That means if the film is at normal speed, the Bucuresti player went down VERY fast. It was too hard of a fall given the nature of the challenge, so the referee might have thought, "there must have been no contact then, but let's just let play flow instead of stopping for the dive."
In slow motion land, i probably would have given the penalty and warned the player that i know what i'm doing, so don't worry about embellishment unless he wants to be cautioned. Without the benefit of the slow motion (and i'm only guessing here), i might have been tricked into thinking it was a dive, and let it go as well.
