Yes there is, you can manage transfers with it.

Meh, dont bother worrying about it...EA Sports have always been absolutly crap with providing patches and updates for their games. Utmost arrogence and ignorence on their part, i think, given the general shoddyness of their products but there it is.

Given their progression i'd say wait till FIFA 09 and the associated Manager and you might have a decent game to play, until then dont waste your $90AUS (or equivilent).
