Hey Jenkey1002,I can't open FIFA File Explorer Beta.I downloaded from both links.When I want to open it, it says

Now what is the solution.Please tell because your Tool looks great by seeing the screenshot.Sorry I couldn't give the screenshot of the error because I don't know how to take screenshot.

try running the program as administrator and see if that helps

It requires Administrator's right.
Try right click -> Property -> Check "Alway run as Administrator"
It will work for you.

I have no idea.
maybe it's not compatiable with Windows 8 developer version.
Can you try to install
Microsoft Visual C++ 2008 Redistributable Package :

and run again ?

yeah, surely will have next version. I'm working on decoding .rx3 file.

anyone know which file storage league's ID. I've found out something, it seems like adding league is possble in FIFA 12.

you can add but you must replace a league currently in game, this is the only way to use a created league in career mode.

look in the language databases for the league ids.

Just to clarify and add on to what Regular Cat said when say you can "add a league" what do you mean. A few of us have released patches where we have added as many as 10 leagues but can you accomplish this with a tool so that we can use new(not default) FIFA ids? Please understand you can add a league now without using a default FIFA ID but its only good as a sim league. I hope you crack it man Im rooting for ya.

yeah, I know about finding league's ID with CM12. But don't known which file extractly.
Each one league has league ID, league structure, league setting. And I'm finding them.

Anyway, It's just a challenge coz I did the same thing for PES2012 and it be called "league server" but unfortunately added league can be used in exhibition mode only.

just a thought, possibly you can find a way to disable creation center which will probably help eliminate the no adding leagues problem.

can you use this tool to replace one team from a division with another team from another division and to make transfers between teams during Career Mode .. ?will be awesome!
