It is, it became one when Everton lost this weekend and assured City (League Cup winners) a CL spot. I think 7th becomes one if Arsenal win the FA Cup and slip into a Europa spot in the league, if Arsenal win and qualify for the CL Hull would get it.

Manchester City offered settlements for breaching financial fair play rules

It was revealed on Monday afternoon that UEFA's club financial control board had made offers to the English and French clubs, along with several others, deemed to have breached the rules ahead of its meeting on Thursday.

There are fewer than 20 clubs involved in total, according to reports, and they can either accept the offer of the sanctions, which could range from a reprimand to a fine up to restrictions on the squad for European competition next season, or try to negotiate a lesser punishment.

Not really...You've not heard of the friendly derby? Sure Everton don't like us much, but the group of Everton fans I'm friends with would rather Liverpool win it than either Manchester side.

I doubt they would rather a Manchester side win the title, but they have pride and they are professionals, not to mention they could have bonuses in their contracts for wins/goals/league position/etc.
