DISCLAIMER:
As GIGGIRIVA explained himself, the banners and flags aren't on the priority list of FIFA 14 Classic Patch due to storage limits. Nonetheless, some of you did mention you would fancy them, so I thought I could try making them in my spare time.

For starters, I am beginning with World Cup 1986, 1/8 teams stage, then we will see where do we go from there. The banners have been recreated so far based on archival footage (photos and match recordings). The amount of material is limited though, so I tried to be creative at times, yet trying to stay true to original content. I may slip some easter eggs here and there.

Be aware - some banners may include some edgy references, like far right football fanatic groups or international politics. I do not mean any harm, nor endorse any ideologies - these banners existed in real life and they are a part of history, treat them as historical value.
As for "John 3:16" banner - it's a Bible reference, present on many World Cup matches and other various international events. I think it's a neat touch to add it.

NOTICE!: The banners require manual installation (using Creation Master 14 or similar tool).

- Poland qualified as the 1st team from UEFA groups, so the hopes were high, the polish fanbase was quite big and polish fans were quite noticable.
- Legia, LKS and Baltyk Gdynia supporters, there's also a Gdansk/Polska banner which is most likely from Lechia Gdansk +various cities
- "when Australia is cheering, Poland will surely advance" - welp, we're not using that banner again

- tbh a treat for polish fanbse. there is no early 00s Legia team in the Classic Patch, but most of these flags are used up to this date, so you could use them with late00s squad.
- a banner in memory of Kazimierz Deyna, I think it was made somewhere around 2000 or 2001
- Wild Boys and Turysci 97 - Legia hools groups.

Amazing stuff! Always appreciate historical details.

A couple pieces of advice from my personal experience with banners:
1. I would suggest avoiding using very "distinct" banners, since many of them seem to get repeated multiple times around the stadiums, it feels okay when you see 10 Brazilian flags on different stands but it might be weird to see something like John 3:16, a very distinct banner, 10 times all around the stadium and 20 times if both teams have it;
2. Soviet banners. I know it's a difficult area to research and as far as I'm aware there was no "fan banner" culture in the USSR per say at all, so most of what we see is government issued.
I'll try to edit this post and provide some images of what I had found previously.

In any case, "МОЛОДЕЦ" should probably be changed to "МОЛОДЦЫ" (good lad to good lads).

Fair point. I had that in mind, as it does feel like "spam" when you see it in various mutliple places, on the other hand, that was really characteristic one, it was present on most of the matches.

Thank you for the material! Yes, banners - maybe some easy messages. Still, people from eastern Europe didn't have that big issues to get a mexican visa, so there were some fans from Soviet Union on that tournament.
Sorry for mistakes, my russian is quite rusty, I was learning it almost 15 years ago lol.

Yep, definitely I would think about it when making some future fixes. I always try to fit them into standard ingame banner format, I am treating these as my personal twist on real-life banners.

Honestly, I think that would be more obvious choice. In fact, I did a small break with 80s stuff and went through early 00s stuff, like WC2002 and Polish 1st League and I've done 3 more sets:
- Poland for World Cup 2002
- Legia Warsaw early 00s (although it could work as late 00s)
- Wisla Krakow early 00s
It's quite late now, so I may upload them in near time. Maybe rearrange the main post as a showcase of all banners.

UPDATE 25.08.2021: As I wrote, I took a bit of a break from 80s stuff, in favor of late 90s/early 00s domestic football - mostly because there is much more clear footage and that was the time when I was really into the sport when I was a kid.
I've made three additional sets of banners from polish league and national team, just for the sake of it. It was really enjoyable journey.

The banners have been added to the main post, but I will rearrange the way of uploading the banners with the next update - for something more clear. I plan to make couple of more banners for WC1986 but we will see.

I learned this the hard way when I first started making banners for FIFA, I think Ivory Coast was one of my first passion projects, I made Drogba and Yaya Toure "hero portrait" banners only to see ingame that this resulted in 40 Drogbas and 60 Yayas around the stadium :D

Great stuff. I like banners with significant historical details too.
If you're Polish you might remember this bottom right knight banner from the Poland - Russia game during Euro 2012:

Luckily it was available online.
And the bottom is from Euro 2012 Qualifiers, hence "onwards to Kiev" and Minin & Pozharskiy, lots of historical pokes :D Had to recreate that one from scratch.

Yes, I did take one sample crease and use it as a base for the banner sets. As I wrote - I may change it in future, but I try to focus on the designs.

Eastern football fans always came up with great ideas for banners. The worst thing is sometimes it is very hard to find right samples, surely you know what I am writing about.

Spectacular one! Well, I could try it, I think I know how to make it.
It's based on this famous soviet-era poster Motherland Calls, there's a standard russian national crest, and Russia WC2018/2022 bid logo, so taking the samples and reworking it - it's doable.

Right now I am trying to make banner sets Germany, France and Hungary for WC 1986 (but they're bit of a challenge to come up with good design resembling real-life ones).

A small teaser - after coming back from holidays I've sat to the russian banner and here's what I've got. It's not 100% exact, but it's pretty close to the original, cited by V.K.

WORTH NOTING:
The banners have been based mostly on season 85/86 and 87/88, with small variations.
Most characteristic are ones from Napoli ultra groups incl. Blue Lions, Fedayn & CUCB. There are also some representing several comunes from Naples area (Miano, Boscoreale, Chiahia, Marigliano).
I've added one banner "Diego, you'll never be alone - Napoli loves you", which was hung at Maradona's arrival event at San Paolo, July 5th 1984.

Don't have much time for Paintshop, due to my daily work and other activities. Plus I think I corrupted Windows registry for FIFA14, the game blue-screened and now doesn't start.

WORTH NOTING:

I've managed to close the set for West Germany team, although I've spent more than I should have due to some concerns. There was quite big group of far-right football supporters at the tournament, who were associated with neonazi movement. Most notably, Hertha Berlin ultras put "Endsieg Berlin" banner at semi-final match vs Mexico. There were also two imperial flags (Reichskriegsflagge and Schwarz-Weiss-Rot) which were used by them as well. While I do not endorse any ideologies, as put out in disclaimer, I though it would be right to include a reference, since I try to be more or less historically accurate.
On the other hand, at the knockout stage match vs Marocco, you could see a banner saying "Fulda immer Dabei" (Fulda, german city, always present), which featured logos of World Cups up to date. That was quite heartwarming and worth mentioning.
Apart from that, I've spotted two state flags, one from Berlin (red-white with a bear) and Hamburg (the red flag with castle) and several city name banners (Dusseldorf, Nurnberg and Delmenhorst near Brema).
