Look at the face model. The creator took some other player's face and imported an edited Messi face texture. It's not possible to change hair as of now but it is possible to find a head model with similar hair (if it is in the game) and then use that head model as canvas to create the face for the player you want to make. In this case it's Messi. Looks great too.

The limitations are, the player needs to have a real face in either FIFA20 or PES2020 if they have that, then modders can strip those textures to either update them, or port them to FIFA20. Outside of that they would have to create the faces from scratch, and i can't imagine a single modder out there who would be willing to put in the time it takes to build a 3D face model from scratch.
