During FIFA 10 development process I heard rumours about some changes in the referees AI, for example, the ref makes some mistakes, as it usually happens in real football.
Moreover I thought there was the intention to have such mistakes, as it happens in real football, influenced by some features like the team prestige or the timing of the game (for example: no ref would easily give even a stonewall penalty in the injury time to Hibernian if the score is 0-0 or 1-0 and if they're playing against Rangers at Ibrox or Celtic at Parkhead).
I didn't play enough FIFA 10 to experience this. It seems to me the refs AI is unchanged from FIFA09.
