Question - Transfer Market(selling)

I know that when transfer window opens, other clubs will express interest in buying my team players regardless of these players have been added to Transfer List or not.

But my question is : Is it true that teams will offer lower price offer to my team players who are on Transfer List ? (Since teams know that i eager to sell)

Also once i reject offer from a team, how i can actually make the team to make another offer right away ?

Yes, putting a player on a transfer list lowers the offer, but it increases (slightly) the chances of other teams' interest in him.
Once you reject an offer, you will NOT get a higher offer. In fact, the other team will never bid on that player again.

actually putting a player on the list dosen't mean that the price will be low but 70% of the times the price is usually low.
