My laptop won't play Fifa 15 so I have to upgrade... My question is will this desktop be able to play Fifa 15?

Dual Intel 2.0ghz
2gb ram
80gb sata drive and
250gb IDE drive and cd rw drive

Sounds like you're upgrading to someone's second-hand PC with specs from 5-7 years ago. Don't do it, don't buy someone else's trash, you can get a new PC that will run FIFA 15 for 400-500 hundred bucks.
