How could I sign pre contract with a player? My scout says that I can approach to sign pre-contract with Babel?

It says:

Boro comments that will be able to approach to sign Babel on a pre-contract in 16 months time.

It means in 16 months time there will be 6 months left on Babel's contract, and you will be able to offer him a contract. You'll have to pay the club he's playing for some compensation, but usually that's less than the transfer fee.
