PES 2008 vsync problem

When i use vsync the game is much smoother, but it plays super fast. Like it's on turbo or something.
The other weird thing is that i use an LCD with a refresh rate of 60hz. When i use fraps in pes2008 and enable vsync, it says the game is running at 75fps??? which is strange considering my monitor can't even do 75hz refresh rate. This is obviously why the game is runnign too fast.
Anyone have any ideas?
