PC Version Stuck at Splash (Language Selection?) Screen

I just picked up the PC version of Fifa 08, below are my specs:

Windows XP SP2, Direct X 10 latest version, P4 3ghz, 2gb ram, 8gb max swap file, ATI Radeon 300/550 Series 128mb, SB Live 24 audio

When I launch Fifa08 the language selection screen comes up, I can toggle between English and Spanish, I see the British flag and the Mexican flag, I see an EA logo in the lower left corner, and exit button in the top right. I cannot proceed from here. I have tried clicking the flag and nothing happens, I have tried clicking the EA logo and nothing happens, and when I use the X this opens an exit dialogue and adds a select button in the lower right corner.

For troubleshooting I have done the following:

Updated video drivers from ATi website.

Disabled all start-up items via msconfig

Reset Hardware acceleration on video and audio

Uninstalled and Reinstalled the Game, Flash Player, and Shockwave Player

Uninstalled VLC video player

Updated Direct X to Direct X 10.

Unfortunately none of this has allowed me to progress. I have seen a thread on another site about editing the locale.ini file but I do not find one, and since I do not know the values that this file should have I can't fabricate one either.

Suggestions?

1.you have to open up fifa 08 main directory
2.create a new text document named user.ini
3.(this is mine with the languages i have on mine)

DEFAULT_TEXT_LANGUAGE = eng
INSTALL_LANGUAGE = eng

AVAILABLE_LANGS = eng,spa,swe,Shifty

copy that (but for available langs use the langs of the version of fifa 08 that you have fe. i have the nordic version (eng,swe,Shifty) i added the spanish with files i got) in the locale.ini you created and save

that should work for you

Okay so I created the Locale.ini as suggested and this changed the Mexican flag to a Spanish flag, and I still have nothing to select see screen shot. And I have tried clicking the flags but nothing happens, it seems that there should be something in the lower right corner.

This game is really starting to piss me off.

my bad call it user.ini

i have the eng,spa(not mex),swe,Shifty flags when i get there i usually hit x on my controller or enter on the keyboard

copy this in your user.ini
[OPTIONS]

Alright I feel like an absolute moron. I was certain I had tried the enter key it along with esc are my normal keys to bypass movies etc... So anyways this morning just for giggles I tried enter, and the game progressed to profile creation etc..... I will launch manager mode tonight
