This cannot possibly be a design feature. The whole game runs like it's in fast-forward, making it impossible to play. I cannot tackle opposing players because they are zooming all over the place, I cannot control my shots because tapping D fills the bar to max and sends the ball out of the stadium.
I took the liberty of recording a video of it for your amusement, the problem is actually much WORSE than in the vid because i made fraps cap the framerate to 30fps (for filesize reasons) which helped a bit, but it's still unplayable:

I'm running windows XP and I have the latest drivers. I never experienced any problem with Fifa2005, this is solely a Fifa2006 problem.
