It's in Paint Shop Pro X and romanian language, but you only need to see the part that starts ~8:30, and i think the process is similar in Photoshop...

it is called pen tool in photoshop and time to make the lines correctly laid out across the collar.

if you are good with the pen tool it would take you 10 minutes to do.
