Friend I want to put (Carabao Cup Stadium dressing)for Liverpool and Manchester city I only need to change the ID of these teams to apply?
and how to apply the ID

Change the stadium ID buddy. It applies to stadiums, not teams. Copy it twice and change the ID tou Anfield and Old Trafford's

Some stadiums have different dressing positions than default. Try with that renaming, but maybe they can be in wrong position. Then you need to find that specific stadium dressing and replace texture with carabao cup ones. And for some stadiums you'll need to replace textures in stadium files. But its easy.
