"Other" players problem

Why can't i do free agent transfers (no transfer points, just salary) with the "other" players section. They dont have a club team so it should be that way but it makes me pay a transfer fee anyway... anyone got an idea?

You can do that,at the end of the season first negotiation round just check all the clubs players and if it has a green arrow next to there name it means u can sign them for free. I got Ronaldo,Henry,Carlos,Viera for free.
