That video does not help because it only says that 99,000,000 is the maximum budget ... and in the game Barcelona is with 180,000,000 and I think that the city was with 177,000,000 I do not remember ... surely it must have any solution

Download cheat engine first. U see the in game transfer fee. U write it in cheat engine and u scan. After the scan is complete u mark all the results and select change all the addres values and u put your own. Then u return to the game.
