U of T reeling after learning of sex assault charge against professor

The University of Toronto is reeling after only recently learning of a sex assault charge against a professor — a charge that dates back almost two years.

Andrew Payne, who teaches at the university’s school of architecture, was charged Dec. 10, 2011 after a 21-year-old woman complained to police that she had been sexually assaulted in her apartment near Dundas St. W. and Dovercourt Rd.

The woman, who contacted the Star earlier this week, said a friend of hers wrote to the university to inform them of the criminal charge against Payne, asking why he was still teaching.

In a statement, the university said it “has just learned of the charge against a member of its teaching staff. It is a serious charge, and the university is treating it as such.

The victim told the Star that a man entered the west-end apartment moments after she arrived home on Dec. 10. The man, who she recognized, assaulted her in her room before fleeing.

She said she then called a friend, who she believed knew the man, and got his name. That friend then passed on her number to the man, who later called her and apologized, she added.


Payne is charged with one count of sexual assault. Court documents refer to him by his first name, James. Professionally, Payne uses his middle name, and goes by Andrew or Andy.

Payne earned a PhD in English in 2003 at U of T and writes about literature as well as modern visual arts, and his profile on the school’s website says he is working on a book.

Payne was featured in the Star’s Life section in 2007 on a best-dressed list.

I don't know what the provincial/dominion competencies of law enforcement are in Canada, but in Australia, tertiary institutions are under the jurisdiction of the Australian Federal Police (as opposed to the regular police forces of individual states/territories). It seems that unis only take action if something of that nature happens on campus; but still two years without ANY notification?
