I think im pretty much sattisfied with the gameplay, graphics, etc. 
Something that really annoys me though........ is the Creation Center! I think it would be a good idea to have a built-in Creation Center like on FIFA 2002 just for creating Players and Teams. Then you could release a seperate program for faces, kits, etc.
The other thing..... the tactics! Can't you just make them like on FIFA 98 or 99?
I could put my players anywhere on the field, and determine the number of defenders, midfielders and attackers by myself.
And finally.... the transfer system. Nothing too fancy like in Management games. I don't like the fact that I can get any player I want, and sell any player I want to any club. It would be awesome if you could do something like on Sensible World of Soccer. The player could transfer-list a few players, and then wait for offers from other clubs. When trying to buy a player, the selling club could ask for more money or reject the transfer.
Everything else has been said by other people, but these three is what I would really like to see on FIFA 2004.
