Mixed Line Ups In Tournament Mode

Apologies beforehand if this has already been asked and answered somewhere but how do we enable the teams in tournament mode to play their best eleven as it's quite frustrating when the the CPU puts in random subs and first choice are on the bench.. Can't they just use the starting line ups that I have selected in CM16?
