Manager Mode: Transfers

Okay I'm having some problems on FIFA 10 with transfers, as of yet i have not managed to complete a single transfer, all new players are from scouting, i have made bids ect on players and had good interest but they always decline and 9 times out of 10 its for the following reason:

"Player doesn't think he will get 11 spot in your team"

at first i thought it was because there was a lot of players sat round doing nothing as i like to play with set players, so i sold off all the access players and yet i still get this reason for decline, i am not onto my 3rd season in manager mode and have brought my team up-to a 4 star team, but as i am not playing international games my players are not fast enough yet i can never seem to get decent players for the reason above any suggestions?

Do this... i found it successful...
1. Search for players with an overall of 85 or more and make sure their age is below 25
2. When bidding for them just make sure their wages are as high as they can go (doesnt matter about the bidding price)

Because the players are so young they are on minimum wage and they have an overall of 85 or more, so this way you can have a top team of youngsters with a 5 star team!!! I did it with notts county!
