It probably is, and the problem is that there are two types of fans (nothing new here)
1 - Those that want better gameplay
2 - And those that are impressed by the bells, whistles and pretty colors.
Seriously, if they advertise that the next version will have players with nosehairs a bunch of people would buy it just to see that.
This is easily the most exploided peace of software ever, the problem is that people keep buying it, I have 99, 2001 and 2002, all gifts.
Why isn't the gameplay improved?, my guess is that perfect gameplay wouldn't be good business. Many of us would stop buying new versions, you'd be as likely to get bored of it as you'd be of getting bored of the real thing, and that's not gonna happen any time soon, not for me anyway.
When I started playing 2002 in amateur, I was impressed at the kind of plays that could be generated, it was no longer the same type of goal every time. Then it got too easy, I moved to pro and gameplay changed completely, for the worse unfortunately.
Still I occasionaly have fun, but more often than ever I end up angry or frustrated after playing, not what I look for in a game.
