just buy a 360 controller for the pc, if your a pc gamer almost every game will support the 360 controller.
its expensive but worth it, every game i play on pc the 360 controller is the most compatible of all the controllers.

HD 4870 is good card, and you should be able to play without lags, but there is EA who didn't optimize their gameplay. You can try Fidel Optimizer or wait fot official patch.
As about controller, Download this and start fifaconfig.exe. Go in "Game Settings" and then in "Controller" tab map you joystick like you want. Close and copy "buttonDataSetup" from "FIFA 11" folder into "FIFA 12" folder in Documents and play.
