Is World XI randomly generated?

I feel this should be common knowledge, but I'm just asking to confirm my suspicions.
I had edited World XI on CM16 with the 2016 FIFPro Team of the Year lineup, but when I booted the game, my lineup wasn't there. Then later, when I fired it up again, it was a completely different roster from last time I'd played.
Is the game really programmed to change the World XI roster every time it starts, or does it have to do with my editing?
I'm sorry if this should be posted in the editing forum, but I thought this might not have to do with editing, so I put it here.

AFAIK the World XI is randomly generated every time. One workaround could be to change the team ID though.
