How player value is calculated?

I just wanted to know the formula behind player value.I ve searched in everywhere and did not found. However I have saw a lot of tools that calculate this, I just want the formula so I can apply on my Fifa RPG

Hey, I would like to know too. I know the playervalue.ini is needed. But whenever I try to take the values there, I get completely different results.
