Help with Russian league

I'm currently playing in the Russian league with a friend of mine. The rules say that we can have no more than 8 foreign players in our match squad, but I don't really understand the foreigner system here.

At first I thought that all non-Russian players would be foreigners, but I have players from outside Russia who aren't foreigners (and they have no other nationalities).

For example, I have two South Korean players, and one of them is a foreigner and the other isn't!?

Does anyone know how this system works?

I think it's like when a player has been in a country for a certain number of years he won't be counted as a foreigner anymore.

I might be wrong though, but I think it works like this.

Yes, but maybe the player has been playing in Russia for 12 years, that he wouldn't be a foreigner anymore. :p

Players from former Soviet Republics don't count as foreigners, I know that much. Don't know about a South Korean exception.

The South Korean who plays for me now has just been purchased from South Korea, and hasn't played anything in Russia, so I don't that's the answer, sorry.

Yeah and a guy that played 10 matches and got a rating of 6.50 won Player of the Year in Romania...
FM isn't perfect.

In the Spanish League (I was with Chelsea, though), Ronaldo played ALL games apparantly, final rating 5.something, PotY, Deco, with two matches less than Ronaldo, with rating of 7.something, got 2nd place.... I think that's a very weird glitch.

It just seems to be a bug. All the players who are not Russian citizens are foreigners. And there are no exclusions for the players from former Soviet Rebuplics. There are some players, who are not Russians, but they posses Russian citizenship.
By the way, it takes three years to get the citizenship in Russia.
