You dont have to regenerate if you use the modied data_startup.bh

how do I stop fifa downloading ( match day squads ) ?
as this seems to be what stops me using my DB edits, of course turning off my router does the trick, but don`t want to do that every time.

Haven't played 15 yet, but try turning of the matchday squads on the team selection screen. When you exit the game and open it the next time, it should stay that way since it's part of your personal settings.

Do you mean that it's already exported from the start? I don't know about that as the alteration date of the files (.db and .xml) correspond with the time in which I've used the i68-Controller.

If you mean something else, I need it to rename the tournaments and such.

It does, you simply have to regenerate the data_startup.bh again and dont forget that data_patch.bh is new. (depending on what you want to change exactly).
