same with me and some italian team from serie C1 (started from A, not sure which one) and also NottmForest 
Also similar story with another Serie C team, but i only ever managed to get them in the uefa cup in like... 6-7 seasons. No money at all
I had to change 2-3 starters every year coz I couldnt afford to offer new contracts, so I had to sell them in exchange for cheaper and less good players
