Look this is a quote from the other guy in another thread...

the first thing i thought after playing iss3 on my pc was to uninstall it, because of the graphics and the speed of the game.
but now i am playing it for 3 days with superb gameplay speed.
i made it so, maybe it is the fastest way to get some speed:

no antialiasing
no texture sharpening
no anisotrope filtering
not quality mode (for nvidia cards)
in game: quality: 1
gamespeed: 10
camera height: 6
zoom: 5

..now i can play the game without any problems and it has a superb and a smooth gameplay. i think the problem is that the game hasnt got a frame limiter . the same problem (=gamespeed too slow) you will get with GTA3, when you turn off frame limiter in the options (at least by me!!). so i think the problem can be solved if konami would make a patch or something else, which includes a frame limiter..

my pc specs:
Pentium4 1.8Ghz @ 2.2Ghz
384MB DDR RAM
Geforce4 Ti4200 64MB DDR
....

TRY THIS OUT, YOU CANT LOOSE ANYTHING
