I have the full mod v.6 in CGFE 18 Format. But with newer Windows Versions it´s a pain in my a... to fully load the mod in CGFE 18 Tool. I have 32 GB ram and the load of the file breaks to 99% of all my attempts to load in the tool for using afterwards. When I finally load the mod I can´t add additional things because next time I try to load the mod or wanna save my edits the progress breaks again.
But if you want I can upload the mod file for you.

I only recently became aware of this mod.
I was able to find CGFE18 and install it into the game folder, but I am having problems with FIFA18 not launching with the mod installed.
I read in the logs here that it worked when it was first released, but now I'm wondering if win10 is doing something wrong?

Hi, no need to install CGFE 18 into game Folder. Install it on C drive. I installed it everytime on my desktop. My biggest issue with the Tool was not loading the mod into CGFE 18. It runs out of My Pc s memory. Even with Win 10 and 32 GB RAM. But when it loads successfully my game always starts.
you must check after the mod loaded in CGFE 18 if the game folder contains the backup Folder of Data and Patch from original Game. The Tool creates than a new modded Data and Patch Folder besides the backuped Folders. Do not rename those Folders. Another Folder that is created by the Tool is the necessary Mod Folder in FIFA 18 game Folder.
What exactly do you mean the Game doesn’t start after the mod is applied? Do you try to execute the FIFA 18 exe via game Folder or via Origin?
Btw cracked Version of the game won’t launch the mod.
Just in case you don’t play with legit game via Origin. Better to mention it before we talk in 2 different directions.

One question.
This may be unrelated, but when you right-click on FIFA18.exe in the game folder and open the properties, what is the security field in it?
In my case, it is just 'Everyone' and the permissions are set to 'Full Control'.

Yes. Full control is correct. But it should be not the reason for don’t launching the modded game.
I wanna ask you a) Did the game launched directly before you start modding your game Folder? In Default mode via Origin? Because b) It often happens to me and also other Members that Origin needs to sync the Cloud save with your save in the document Folder! Very important to let first sync the Cloud when you are „online“ in Origin client! So do not Tick „Go offline“ in Origin settings just Launch the Game while online. There will nothing worse happens. Now watch if Origin tries to sync with the Cloud. If so, you probably erased the issue. After reaching the language select screen just close the game. Go offline as usual and than restart the Game. The Game should launch with your CGFE mod.

c) If that previous attempt didn’t fix the issue I would ask you a last question: Do you have some changes made in the local.ini??
Like insert strings related to the goalnet shape?
I ask you because sometimes when I put some strings into the locale.ini the game won’t launch or crashed before the game starts after the game menu. I can tell you such things could cause game launching issues.
Check the advices I have given you and let me know if you had success.

Strange. You can only delete the mod folder, delete Patch and Data Folder which are build from CGFE 18, than rename the 2 with "original" ending back to Data and Patch. Than just repeat the mod loading in CGFE 18. Pay attention that no out of memory Message show up while loading the mod into the tool. I know the mod needs long to load. When nothing fix the issue the mod was not fully loaded. What other explaination should it be?
To reload the mod would be that what I did if I was you.
Last notification: After the mod was fully loaded into the tool and the GUI pops up, just close the Tool at first start! Do not try to edit things after first load, it will not work. Load the mod, close the tool after. Than start your game and see if it was successful.
If so, you can again load the mod with CGFE 18 and start to edit if you want. There is nothing more to say from my side away from your screen where I could have an eye on. Good luck
