FIFA 21 textures of kits and other stuff are available here in case you want to create kits from present for FIFA 07.
The only problem is that they're in dds format and in order for Photoshop to read these textures in dds format, you need to install this little program for Photoshop named 6 - Intel Texture Works. There are installation tutorials on youtube.
