That seems to be true, but EA puts money first, so wouldn't be a lot easyer for them to allow a backdoor release of a simple tool that would allow for editing?
I bet that in one month at most we would have ch.league, and all other competitons licensed by some good editors present here, and it would be free...
Ok, I'm joking, this is about presentation, EA needs to come out with something new, something bobmbastic, so this year seems to be this. Too bad that probably editing will be like this year also - impossible and only FUT will matter, no career mode or other game modes which will be another copy paste.

But i prefer 1st if "EA LET US"(modders) mod the game like fifa 16 with CM 16 and other programms

They should add Champions League withing FiFA 18 itself, not as seperate game. Because FiFA 18 already has clubs.
It's not a world cup game where you will need all the National team which isn't available on normal FiFA games.
I agree with ya. Specially because the amount of content for a dedicated Champions-League-only game will be very limited. How many game modes can you have? 4? How many options can you have?.
Unless gameplay and graphics are out-of-this-world, like something literally never seen before, it wouldn't make sense. Wouldn't be worth it.
Yeah, PES 2018 included I believe (doesn't it go hand-in-hand with TV rights, which had a period covering 2015/16, 2016/17 and 2017/18 for which, for example, in Italy Mediaset acquired the rights?).
So if this is a thing, it would most likely happen from FIFA 19 onwards.
