It's impossible trying to create these teams though (at least on CM16), because the smallest ID code allowed is 130020.

There are also nine IDs which yield no kits despite them being there in the files: 112430, 112431, 112658, 113138, 113139, 113154, 113155, 113308, 113309

The problem with kits not appearing may be related to "Has Adverting" you have to uncheck this option to be able to appear in the game. With the help of CM16 it is possible to create the team's kits more easily.
