BUT, I finally found which file is the cause, and it's 'foreignplayerupset.lua'. When this file is from v6, everything works fine. When it is from v7_rc3, the match starting problem is there, so something within that file is the issue. Hope this helps!

Dont worry man, it´s not your fault. It´s this crappy game. So many values and so many of them obviously good for nothing. They dont work, as they should.
Pls, when working on v7.3 take a second look for following things:
The playervalues seems almost right, but cpu is always asking way over the market value for their players. On ther other side, cpu sometimes send me a transfer request, which is way to low, to even think about it.
Maybe because of this value?

Also pls check, why youthplayers have so low starting values compared to vanilla? The potential and variety of youthplayers is good, but 40-60 starting value is just not working.
I also have to come back to the choose of scouts.
If i have an BPL team , i get scouts (transfer scouts & youth scouts) from England, Ireland, Scotland, Sweden, Norway,....
German team i get scouts from Germany, Switzerland, Austria, Belgium, Netherlands.
It is always so unvaried. Some nations nearly never appear. (South America in generally for example). I always try to get one transfer scout for each top league, but this is impossible.
Pls also reduce the yellow/red cards for simulated games and the interviews before games.
Also dont know, if it really have to be 5 test matches in pre-season, but this is a taste of flavor.
The last thing is the missing goalkepper growth.
Dont know, if GK_AGE_SHIFT = 0 is the best solution.
