How i can to edit teams in Fifa 13(Players transfer&Loan transfer)?

I tried through settings in the game buy it's save my changes

you can do it with cm13, after editing save your work and make sure you dont have any custom squad or squad file saved prior to that.

There are two tables in the db you need to locate and edit if you want to edit players and loans. You want the players table and the teamplayerlinks table. You open the db using DBM 12, export the tables, edit them in Microsoft Excel, then import them back into the db and save. It's easy to do, it just takes a few of hours to figure out how edit all that. Download a copy of DBM 12 and start practicing, you'll get the hang of it in no time.
