Is there anywhere on the net where I can find a description of what every skill does? If not, then, what does eccentricity do? I've seen some like Buffon with very high ecc. and some like Cech with very low. There are others, but, this one I don't understand.

Eccentricity is bad for a keeper. A high rating for a keeper means they are more likely to have a moment of madness. For example, someone I would rate 20 for eccentricity would be Barthez. For some reason he isn't a 20 in the game, but he's still very high.

It's not necessarily bad to have high eccentricity - in things like Penalty shootouts it's a good thing to have an eccentric keeper in goal to put off opposition players. Very eccentric goalkeepers often pull off their "stunts" and it does tend to infuriate opponents when a goalkeeper makes a routine save look ridiculously difficult :D
