Texture was real hard to make from this pic with the colour. I'm going more for his current look...

You didn't use a 15 model, right? I've never seen an issue like that before. Is it something to do with the vertices on the model? Like, are some overlapping others?

check the vertex colours in blender,maybe the problem is there.

I remember one of the hair model (probably Sneijder) in FIFA 15 has the same problem.

Try deleting the hair. Without the hair I mean.

damn, it is really good actually. it may have gone corrupt during one of the exports. so unless you have backups, you might have to start over
