different non-eu limit for different teams?(in the same league)

I'm playing a game with juventus and my non-eu limit is 9 players. Bur my friend who is playing with inter has a limit of 19!! Is this a bug?

there is something wierd in the Italian leagues with when you sell an italian to somehwere, you're allowed one more or something... ah someone else can explain (:/)

Actually, if it's an error, it has been in every manager game ever ...

The Italian league has weird rules about a total of non-eu players, not a certain number per club as elsewhere ...

That's literally from the "rules" tab under the serie A table.

So, for example:

Juventus have 9 non-EU players, and a limit of 9. If they sell a non-EU to a foreign club, they can buy 1 new non-EU from outside Italy. Buying a non-EU player who already plays in Italy will raise the limit, so they would have 9 and a limit of 10. Selling 1 to an Italian club would mean they cannot buy another non-EU player from outside Italy.

It keeps the number of non-EU players in the Italian leagues constant, but non-EU players already in Italy can move around as they like.

The rule also says (I don't think this is implemented in FM however) that teams can only buy one non-EU player from a foreign club per season no matter how much player limit they got.
