Creating a second division to an already existing league

Hey everyone im trying to create the league of ireland first division in fifa and i was wondering how id go about it
from reading some posts i found that its not too hard to replace an already existing league and leave it at that but what is confusing me is the relegation
If someone could help me that would be greatly apreciated
