On my Windows 8.1 CM14 and CM12 working well!

Do you have .net 4.0 installed? If you do that will explain why CM14 works fine, with many 8.1 installs it installs .net 4.5 and won't allow the lower .net version to be installed, there's no way around that and unfortunately CM14 was never made compatible with .net 4.5 for some reason.

Manually.
- activate the face from the DB,
- insert the files in the folders,
- regenerate.
