I learn this from others forum and works fine with me.

Put the player sale value to 0 and then select 'reject all offers'

The big team will offer 0 for the player and you will reject the offers.
the chairman will not interfere for 0 offers.

This is a month too late to help you, but you can always offer Pique a better contract than Inter offers. There's no law that says he has to accept their contract if you offer a better one.

Personally, I think 17 mil for a player is a lot, you could buy 5 or 6 up and coming youngsters in all areas with that, and create a future of superstars.
